Mr. Carter was born June 26, 1941 in Elberton, GA. and was the son of the late Bobby Carter and the late Bessie Teate Carter. He was employed 18 years as an assistant manager at BI-LO's and was employed 15 years with Reed Propane. Mr. Carter served his country with honor as a medic in the United States Army and he attended Loco Baptist Church.

Survivors include his wife of 33 years, Holly D. Carter; one son, Ricky Carter of Winder, GA.; three step-children, Sherry Frye and husband, Bobby, Janet Davis and Donnie Zellars, and Rebecca Blackburn and Bruce Zellars all of Lincolnton; one sister, Linda Read of Martinez, GA.; nine grandchildren and nine great grandchildren.

There will be a memorial service to celebrate the life of Charles Elliott Carter at 1 p.m. Friday, September 16, 2016 at Rees Funeral Home with Rev. John Belangia officiating.
